Chief of Police
Chief Samuel F. Breshears was appointed Chief of Police in September of 2006. He has served with the Kansas City, Kansas Police Department since 1976, when he joined the Department as a Police Cadet. The Police Department is comprised of approximately 386 sworn officers and 175 civilian employees, who serve the 150,000 citizens of Kansas City, Kansas. Chief Breshears worked his way through the ranks to become the first Cadet appointed to Chief of Police. Graduating from Wyandotte High School and the Kansas City, Kansas Community College, Chief Breshears continued his education and graduated from Park College with a Bachelor's Degree in Criminal Justice in 1992. He received a Master's Degree in Administration from Central Michigan University in 1998 and attended the prestigious FBI National Academy in 1994, a graduate of the 176th session. In 2007, Chief Breshears was invited to participate in the FBI sponsored National Executive Institute, session XXX. During this session he studied Leadership in Law Enforcement at Quantico, Virginia and International Policing in Oslo, Norway.
Chief Breshears continues to serve on the Kansas Commission on Peace Officers Standards and Training, (KSCPOST), a position he was appointed to by the Governor in 1999 and is responsible for certifying and de-certifying Kansas Law Enforcement Officers.

Chief Breshears is married and has three grown children. He enjoys the outdoors and spends as much time as he can hunting, fishing, and training his hunting dogs.
